The throttle position sensor is only for the transmission, no effect at all on the engine.
For the engine to cut out with a mechanical govenor, about all it could be is the govenor sticking when small fuel rate differences are needed.
My first move there would be pull the fuel filter, drain it and refill with Diesel Kleen.
The start the engine and let it run for 15 seconds and shut it down.
Now let it sit for a couple hours or the next day if possible.
The Diesel Kleen will clean out deposits and lubricate the IP linkages while it soaks.
When you do start it up again, take it out and run it on the hard side for a few miles with a few hard accelerations mixed in with your driving.
Problem solved. Turned out to be the tach sensor after all. It appears the overdrive was trying to kick it because the tach wasn't accurate. As soo as the tach sensor was changed, problem went away!
