The valve closes off coolant flow to the heater core when the control switch is in the Off and Max A/C positions. In all the trucks I've seen talked about, the vacuum line is there, but the valve may or may not be.
As near as I've determined, the valve existed on 03 and 04 Crew Cab's and Excursions, and on all trucks from 05 on. I don't know anything about pre-03 trucks.

A heater control valve is used on all Excursion and Crew Cab Superduty vehicles. The heater control valve is actuated by the air inlet door vacuum circuit (manual climate control) or the heater control valve vacuum control circuit (EATC). When the heater control valve is closed (full vacuum), coolant flow through the heater core is shut off and A/C cooling efficiency is increased.

The question now is, does it have the vacuum line. If it does, it will be stuck on a blank stud on the AC coil cover.
Here is a pic of what the vacuum line would look like, if you have it, and you can see the little stud on the AC cover where it would be attached.
And here is a pic of the same vacuum line attached to the heater control valve.
I'm just not sure what you will have on an '03 with the 6.0, but if you have that vacuum line already it will make this a very simple install.
