No start/ U1900, U2023

No start/ U1900, U2023
Hi I have a buddy that has a few diffrent problems. His truck was blowing the IC boot at the turbo, and then out of nowhere, it would not turnover. The batts are good, oil is good.
I put my AE on and got these codes, U1900, U2023, there was somthing about the gauge cluster on it.
This is a 06 F450 hand shaker. When the key is turned there is nothing. Is there a switch on the clutch that could be causing this?
I am not a 6.0 guy just trying to help a brother out any help is greatly apreciated.
