am i correct in assuming that a 429 will turn more rpms than a 460 becaus eof hte shorter stroke? i really dont want to spend an additional 12k more like 5k is my budget so i really dont want to change the heads unless i m going to get big gains from it i would really like to buy a good cam and pistons and roller the lifters and rockers. i think that would get 450 hp but i dunno 450 from a almost stock 429 is that realistic?

No, it wouldn't be realistic. For strokers, find a later model D9 block. They are better suited for a longer stroke because they have longer cylinder bores which give the piston better stability at the bottom of the stroke.
In theory, a 429 would be capable of higher RPM's, yes. Engines with a "square" ratio of bore to stroke are the most well balanced and will usually spin the fastest.
However, the larger displacement bore/stroke will generally yield more area "under the curve."
This is desireable for a heavy truck application. The higher rpm's would be better for a drag type motor.
This is all in theory. In reality, I think anything but an expensive build with all balanced and forged internals will be limited to the same redline. You can get edelbrock heads for about $1200 which is pretty reasonable and I've seen them make something like 30-40 hp in some dyno comparisons online. You can port and polish your own heads or pay someone to do them pretty cheaply and pick up a lot of the gains of aftermarket heads, too. That will save you some coin.
I'd place getting good heads on there before stroking or boring the motor. I think you'll see bigger gains from the same amount of money.
