Starter Problem Diagnosis Help

I have a 76 F-250 with a 390 in it, starter turns very, very slowly - so slowly it doesn't throw the gear out - and draws very high current. I have it out on the bench testing with jumper cables from a running vehicle. The starter turns by hand quite easily but when the voltage is applied it moves very slowy and the jumper cables get hot quickly, the alternator on my truck that I am using for power whines from the current draw. What causes the high-current condition and is it repairable or should I just buy a new one. They aren't a lot of money for a replacement but I try to repair everything I can.

Sounds like the armature is dragging. To repair the probable cause you need to replace the bushings in the front and rear of the starter that support the armature.
In reality it is probably cheaper in the long run to get a rebuilt starter, it would definitley be quicker.

I am kind of leaning the same way, I could put bushings and brushes in it for $10, but it is only $40 for a rebuilt and my old one would get rebuilt too. If I can find bushings locally (so I don't have to order them) I'll take a crack at it, if I can't I'll pick up a rebuilt.

just buy a new one you can buy starters with lifetime warranties an why you are at it check the voltage regulator & solenoid an make sure they are fine an maybe pick then up to they are not a lot just to be on the safe side.
