I have 35/12.5 on my truck now and they rub and I wana kno if I can go up to 37/13.5 on it without losing more turning ability

If your current setup rubs, why would you think you should go with a tire two inches taller and an inch wider? You need less backspacing or a lift or both depending on where it's rubbing or will rub.

What year/model truck?

If your just a F150/250, chances are you'll tear apart that front TTB with those size tires. Should look into a SAS.

In the mean time, you could always try a body lift for only like a 100 bucks and/or maybe some trimming of the wheel wells. If you don't want the cutting to look ugly you could get some Bushwacher "cut out" fender flares as well.
