Could I essentially switch tires with smaller whch would lower it and pass inspection?
That is possible. What size are the current tires? In the pics, they appear to be in the 33-36" range. If they're 36", dropping to a 30" would net 3" lower. In order to drop 3" in ride height, you need to drop 6" in tire diameter.
Read up. There 36". (informative , not bring a dick) so yes that should work. My buddy has 30" tires so.

Yeah, 30" tires *should* drop it 3" overall. The inspector will likely know you're just trying to get around the limit, but typically they can't do anything about it. The cop down road, after you put your tires back on, *may* be able to do something about it though......
Well, I'm not sure what all would be involved with taking out the body lift, but it's not a quick easy task.
Just for reference, you said it's 3" too high to pass. What item do they use as a baseline for the hieght rule? Bumper or headlight, or some other point on the vehicle?
