Dead Head Fuel Pressure?

Ok, I am still chasing around a lean running condition on my 1990 F150 302 and have come across the mention of doing a "dead head" fuel pressure test. Pinching off the return to the tank.
So, I went ahead and did this just to see what kind of number I would get and I am seeing 59 psi.
I had read that the pump should be able to produce 2 X the normal operating pressure. Is that in fact true or not relevant to this application?
Normal fuel pressure is 32 psi - 40 psi with the vacuum line unplugged from the regulator.
Just trying to rule out if I am dealing with a fuel deliver issue and was hoping for some input.

I do think I would check it by pinching off the return to the tank.
I am not sure the injectors and the FPR can take a very high pressure.
The fuel pump should pump about 100 PSI into a dead head or so I have read.
Some fuel pumps to have a over pressure bypass valve.
I am not sure if the information was for the frame mounted pump or the in tank only pump.
With the vacuum line disconnected from the FPR and the engine running you should get 45 PSI fuel pressure on your truck and with the vacuum line on the FPR at idle about 32-34 PSI.
