If you live in colder states, I don't think I would do the delete. If your glow plugs are working to start the truck, you could maybe get by without the EBPV.
EDIT: When temps are cold, the EBPV will close and the pcm will raise the idle to help the engine warm up faster.
I deleted mine last summer, went through this past winter with no problems what so ever, it did get pretty cold here for a while, temps as low as single digit, truck started no worries, no smoke and the high idle still works as it is controlled by the PCM. Their is a sensor on the pedestal, I pulled the sensor out of the old and plugged it in and left it in the valley. Their are a couple of companies that sell a "fooler", I chose not to go that rout as it will only throw a soft code anyway. Hope this helps.
