So another words, DON"T FULLY drain the bowl, Just drain the water out???

Yes. If you fully drain it, fill it with fuel additive.

I drained the bowl completely, poured in 8oz bottle of
stanadyne . PUT the top back on and turned swith on and let pump run for about 20 seconds. Fuel pump filled the filter the rest of the way.

I'll right I'm taking your word for it, I ordered the lubricity and the performance additives. Did some searching around and DIS seemed to the the cheapest...didn't look locally.
