Hey Bart, I just wondering if Arizona is like Nevada. This goes back to the 70s. You could fish on Pyramid Lake without a State License, but you where required to get a permit from the Paiute Tribe. But as soon as you left the Reservation you came under State Law. In terms of having fish in possession without a State License, or over State limits. Just curious.
