Gauge Installations at DieselManor- 1999-2003 7.3L Powerstroke
the hole you want to tap is on the pedestal....after you pull the rod out...get a 1" bolt and a tap to match...pull out the rod..drill and tap...use thread sealer and thread the bolt in.. I also used an oring with some RTV and a nut on the inside just to make sure it didn't vibrate out..

Have you ever siphoned just by sucking on a hose. It will work for the HPOP reservoir. Just takes awhile. Just start it first thing and you can be doing other work while it drains.
Use clear hose so you can see the oil coming. Hose diameter sized so it just fits through the HPOP res plug hole and long enough to reach the bottom of res and to the ground or at least a foot below the bottom of res. If the hose is tight remove the EOP sensor from the top of the res so you are sure air can get in so the siphon action works. The outlet end of the hose has to stay below the end of hose in the res.
You can also use the trucks vacuum pump, a mason jar, a couple of fittings attached through the lid and a cou[ple of pieces of hose. Hopefully someone has a link to the thread that shows the truck vac pump method.

Have you tried tapping on it with a moderate amount of force to free it? It might be stuck onto the turbo so some gentle persuasion might work.

I've been tapping on a screw driver that's up against the one of the three sections haven't had any luck with it budging though I'm still trying it would help a little with a longer screwdriver though but I don't have one so I guess keep pounding on it till it breaks lose any other ideas
