If the IPR is bad, will it make the truck not start?
We were going to breakfast yesterday and going to the resturant, we started to lose power. I got it parked and we went in for breakfast and when we came out, it would not start.
The end of last week, I noticed I started losing power at full acceleration and it steadily got worse.
Next time be sure and check here first. If the ICP was bad you could have simply unplugged it and the truck would have started. Unfortunately that trick doesn't work with the IPR. What are you using to read the codes? Can you monitor ICP psi while cranking?
Yes a bad IPR can cause a no start, but so can shorted wires on the ICP or IPR pigtail. Check the wiring from both of these sensors for any chaffed wires or burnt insulation that may be causing a short.
But first check to verify your engine oil is full.

Engine is full of oil. Checked that first thing. I knew the ICP was bad as I had read that if the plug was full of oil, it was bad. When I pulled the plug it had oil in it.
I will have to look for wires on the IPR in the morning.
Do the IPR's go bad and need to be replaced or can it be rebuilt. I have been reading other threads about rebuilding them. If rebuilt, should that fix it?
Yes sometimes an IPR can go bad. If you have a bad IPR, then yes, sometimes rebuilding them will fix your problem. Depending on which instructions you've seen, make a mental note NOT to place a wrench on the threads of the IPR as you take it apart. If you do, you will mess up the threads and be buying a new IPR.
Also a leaking ICP sensor and an ICP sensor that has a little oil in the plug are 2 different things. If you haven't thrown away your old ICP sensor, then hang on to it for a spare. Odds are yours still works. If you see it with oil in the connector, unplug it with the engine running. If the engine begins to run smoother when you unplug it, or if it won't start plugged in, but will start if you unplug the ICP sensor, then it's bad. If it's just got a little oil in it but the truck idles the same plugged in or unplugged, it's probably still fine.
My friends truck did the same thing with the lose of power and it ended up being his fuel pump i dont know if that is whats wrong with yours but it might be something to look into.
The fuel pump going bad did cross my mind also. On the 2002 excursion, are they electric in the tank or is like the old style and have a manual fuel pump on the block?
X2 on the fuel pump. Happened on my 02 X and my 01 250. started losing power for maybe 5-6 miles then no start. Open the fuel bowl drain plug ans turn on key to see if fuel dumps out.
