boost question

My truck like it's sitting in the picture weighs 10,500 pounds. It has 4.10 locker in back,, limited slip front, 5 speed zf42 (for now) about to change it for a zf47.

Running down the highway at 65 on the cruise it is going 2350 rpm. My boost stays low usually, like 3-5 pounds. When I start pulling a hill it goes up to 10 psi max and really feels like it's struggling. I can sure hear the engine work with that down pipe and 4 inch exhaust!

If I do it in 4th gear which is up in the yellow on the tach at 65 the boost will get to 18-20 but I really don't like ragging on the engine like that.
Not much anyway.

Do those boost numbers sound about right for a basically stock engine other than exhaust and intake? I did reseal the intake plenums last year and no signs of soot anywhere on the uppipes or manifolds. I do hear it hissing pretty loud though when the ebpv is closed. My tail pipe is real sooty so I should be seeing leaks up front I think too if there were any. What do ya'll think? Getting ready to hit the mountains in colorado soon and just tinkering with things on it now.

18 is normal for no chip.
