The ported housing will cure the surge no matter your elevation tuning.
The wicked wheel MAY help or even cure the surge depending on elevation and tuning.
Me, I would just buy the housing because it's a heck of a lot easier to change than the wheel. Not that I'm lazy, but less work for a 100% cure is worth it to me.
