Has anyone heard if this will be a one time smog or an annual thing? I haven't seen anything on that. Here in Siskiyou county we only have to smog our gassers once, hoping the diesels will be there same.
At least for California it will now be a requirement just like the gassers...every other year (even VINs on even years and odd VINs on odd years). The test isn't that bad (visual check for modification, OBD-II hookup to make sure that you haven't defeated anything and that your SES light comes on, and then they rev the engine up to see how much soot you spit out), it's the principle of the thing. Our engines were designed around specific emissions requirements that were in effect at the time. You can't punish us if times (and statutes) have passed us by. As long as they don't mandate any retro-fitting it shouldn't be too bad unless you heavily modded your truck or have a really strict test station. The only real test you have to pass is the OBD-II test (which hooks directly into the CA DMV servers when they plug into your port). The rest is a subjective visual inspection and test that is up to the inspectors well-trained eye and keen sense of judgement.

These requirements and testing are making its way around the country. One by one the states are starting to adopt it so it may eventually get to you, if for nothing else but revenue for the state and to stay in the good graces of Washington, DC.

They are wrong. Famous or not any doctor that will tell you that is an idiot and ought to have his license revoked. I seriously doubt any doctor or nurse ever said that in the history of mankind. Also, take the time to learn some basic spelling. Yours makes my head hurt.

Diesel particulates are one of the worst things for asthma and other respiratory illnesses. It's about time they started doing something about it.
Not so sure they should have retroactively required diesels to conform though.
Close. Cars actually have had some forms of smog control since 1963, with the introduction of the PCV valve. The PCV was created earlier (by GM, I think) for taxicabs. Low speed of constant city driving would not create a vacuum at the road draft tube to carry away combustion byproducts in the oil, so they tried to use manifold vacuum. It was noticed that this created cleaner air and the government asked for it to be put on all new cars.
Also, from what I have heard, California has enacted retroactive pollution control laws in the past.
Not to my knowledge. As far as I know, no car made before 1973 needs to have ANY smog devices at all. That means that if you want to run a blown 426 Hemi in your '69 Charger, you can do so legally. As long as your car is a genuine pre-1973 vehicle (as in not a reproduction) then it's run-whatcha-brung. Various fringe groups have tried to get this law changed, but so far they have been unsuccessful since even ignorant lawmakers realize the extremely limited use of these cars compared to a modern car.

The big semi`s coming into the port of Oakland, I wanna say pre 95, do have to be retrofitted with a filter which costs like 16-30k or buy a new rig.

Very true, however I meant that at least in California, any pre-'73 car is exempt from testing and therefore you don't need and smog-control equipment or a test to register a pre-'73 car or truck. Also, California has always had a weird way of doing things. My buddy used to have a '66 Mustang fastback (California started requiring smog equipment in the '66 model year, not '65) that had a maze of air-injection tubes, pumps and crap. But my '68 fastback had nearly no smog stuff. The reason? Mine was an automatic trans and his was a manual. But my parent's 1966 Thunderbird had an automatic and it too was heaped with pumps, lines and hoses underhood. There was some sort or cubic inches to transmission type that factored into what was needed to make the air police happy. Then you throw in the trucks. A Chevelle with a 454 had to have all kinds of crap, while a truck with a 454 had comparatively little smog stuff. Why? Who knows?

I'd thought it had something to do with the tonnage of a vehicle. A cat isn't required on dad's 84 suburban because it's a 1 ton.
