Superchips 1705 not working

My superchips 1705 does not turn on when I plug it into another guys rig(99 7.3l ) I returned the tuner back to STOCK before I installed My DP Tuner. When I plug the superchips tuner into my OBD II port it turns on but not on his. WTF??

Check his Cigarette lighter... bet it doesnt work.

Fuse is blown on his truck.

I just called the guy, his cigarette lighter is working fine... any other ideas?

Power port is not working then... its one or the other...

Trust me, thats the issue.
