I lived in Massachusetts most of my life, and they were illegal, i don't know how your states Inspections and smog are in the thoughts of being strict or not, but it's as country as Ive ever seen out there, so I dont see a problem, the best bet would be to contact the local DOT { http://www.modot.mo.gov/asp/request_...shtml?comments }
I'm sure if you were to keep your Cat on, and all the other emissions equipment (if so equipped) you would do just fine.
I'm in Wyoming, where it's legal to run open headers if you brave enough, seeing as you don't cause a disturbance.
I've hacked my cats off and I'm running a true dual setup exiting right before my rear tires, and I'm running some smithy's packs.
only been pulled over once, and it was a cop who had a dent side and wanted to know what motor/tranny and exhaust setup I was running, ran into him again last week and he had his setup similar to mine, and he was smiling.
apparently great minds think alike... heres my 91. i have the exact same set up on my 76, except with 18 inchers instead of 22s. im not certain bout where you are, but i know that in a lot of areas, as long as you HAVE a muffler, regardless of size, youre legal.
lol. ill get one of the 76 in may. it happens to be in colorado. not here in north dakota... i have one on facebook that i cant seem to copy, of me doin a burnout in in the 76 though. lol.

Oh as soon as I get my truck running the way I want it, I'm going to be doing a burnout vid, as well as a walk around.
and no, no headphones, I had to pawn my laptop to get food a few weeks back, i'm hoping to have it before next weekend, as well as my digital camcorder, so I'll be posting everything i've got onto youtube.
i know in iowa you can run just about anything as far as mufflers. i personaly dont have any on my truck. im running straight pipes, duals off of headers. idle is pretty mean sounding, and if i really get into her its down right nasty. i was told by a local cop to not open it up in town, as he was handing me a ticket. im going to guess that your state will allow those, but your local boys in blue or dot will have a correct answer for you
i just put the 12" 2.25 duals on my 75 w/460 behind hedman headers. it is very mellow at idle, but gets very loud. i love it. haven't had any problems yet. when i hammer down i'm sure i am breaking the law
