Sure can.. I did mine out of hard pipe. Need over 3000psi hose and fittings.. Better off just buying a package deal. makes it easy to put in and not having to shop around looking for parts.

I will install my regulated return tomorrow but is the HP crossover line needed or does it come in the kit?

Highly recommend the Riffraff hard HPX line, for the price it can't be beat.

I've had mine on nearly three years (ITP hard-line HPX), and I can't complain. Just make sure you torque the adapters correctly so you don't blow out an O-ring. I had to replace one on the passenger side because of that.

I was looking through Riffraff's site... I looked at EVERYTHING and love what's on there. When I get the money, I'm gonna order all my mods from there except for maybe the injectors... I'm considering a DIY kit. Anyways, I've been hearing and reading about crossovers for the fuel and if I'm right, I think there was even one for oil too (correct me if I'm worng). The thing is, on Riffraff's site, there were only kit's for '99.5 and up... is there something the early '99 doesn't have?

Nope, it will all work on Early 99 and up for the things you are looking at. If you have any questions give me a call as I have had a decent amount of experience on the Early 99.
