My brother in law had the very same issue with his 2000 F-350 and he found that the power lead in the multi-pin connector didn't have power. A blown fuse was the culprit.

My OBDII wouldnt connect either.I purchased a scangaugeII from Autozone(with the mounting kit) and installed it.IT plugs directly into the diagnostic port,and has worked flawlessly.I primairily got the ScangaugeII for its many feature including real time fuel economy,voltmeter,tach etc.It also acts as an on board scanner.
Dont know what the deal is here,as the OBDII reader I have isnt that old,and it does work on everything else.
And to answer the next question...I dont work for Autozone!
