Hey, how's the weather up in Reading? I used to be from Delaware County, just south of Philly. Anyway, do you have PA emissions testing in your county? If so, adjust the carburetor to max vacuum, then turn in the mixture screw 1/8th to 1/4 of a turn or until the vacuum gauge drops 2" of mercury, whatever happens first. That will keep your idle hydrocarbons down, and make the engine run cleaner for emissions testing.

I do have emissions but it's visual only. I don't have access to a vacuum gauge at the moment. is there another way to test it? or in other words how do i adjust it for vacuum and mixture? or is it one and the same
I'd definitely recommend getting yourself a vacuum gauge. There's almost no tool handier for tuning an engine. Vacuum is everything. They're not that expensive either.
As for a quick means, the screw you're looking for is on the base and is facing the front passenger side. Turn it in until the engine just starts to hesitate and stumble, and then back it out a quarter turn.
If you can completely close the mixture screw (never tighten it fully, or you'll damage it) you have a vacuum leak.
