78/79 rear bumper bracket ?

I just bought a set of rear bumper brackets off a 78/79 f150 from a junkyard. My question is what is the raised piece of metal over the bolt hole for. Its about a half inch thick over one of the bolt holes on each bracket.

Might be wrong but it sounds like these are for the contour bumper and not the step.

the truck these came off of had a step bumper on it. Dont have any pics right now at work.
