My 1999 mirrors did not telescope or fold forward. Only backwards. The spot mirror on the bottom was not adjustable either.
My '99 F250 SD did not have telescoping mirrors either, and that non-adjustable spot mirror was annoying, because it wasn't in the right spot for me. It was still usable, but I had to bob my head around to see what I wanted.
Interesting enough, my FIL also bought a '99 (F350 Dually), and while his mirrors didn't telescope, his WOULD fold forward, and his spot mirror was adjustable. He bought it used so I can't say they weren't replaced by a prior owner.
