I would scuff them up real good and try shooting them with Krylon Fusion. I've had good luck painting things with that stuff. On my old Jeep I painted the chrome headlight trim rings and it held up very nicely. Just scuff it up with a green or red monster first.

I got an anonymous offer for powder coating (you guys never cease to amaze me)....so that's the route I'm going to go for the rope cleats and the steps...that way I won't have to mess with it ever again.
Still need to paint the plastic chromed lights tho. I'm going to try that primer that is supposed to bond to the chrome, and we'll see how that works.
