a couple quick questions ( 1998 f 250 4 wheel drive 5.0
what controls the fuel pump, Im not getting any pressure at the rail. The filter is clean and the fuel pump turns on for a second and then turns right off .
Is there a fuel pump in the tanks (Its a duel tank truck,but i have the sanme problem on both tanks), so I dont think thats my problem.
I have change the fuel pump relay,fuel filter ,control mod that mounts on the side of the distributor,
Any ideas ???

Are you saying the fuel pump shuts off with the key on - engine off? If thats the case that is correct. It powers up the psi then shuts off. Engine on is a different story. You also mentioned everything but the fuel pressure regulator. On mine I pulled the vacuum tube off the top and it started up. Give it a whirl...might help.
When you turn the key to on , the PCM (computer) should run the fuel pump for 2 seconds. It won't run again until the PCM detects that the engine has started.
As far as I know Fords have a fuel pump in each tank. They used to have an additional high pressure pump on the rail, but now the tank pumps supply sufficient pressure.
I don't know where you're measuring the pressure. Traditionally, there was a Schrader valve ( similar to the valve on a tire) just before the Fuel Pressure Regulator.
The FPR is generally a diaphragm controlled by engine vacuum. These apparently do tear and leak fuel into the vacuum line.
