there is a kit that has a special clamp and washer with a screw that fits on the front of the pulley to remove it and press it on. they usually have them at the auto parts store that you can use for free.

Ford used 2 different size lips on the pulley flange for removal. The smaller, "C" shaped one fits the Superduties. The one with the stud and thrust bearing is the installer.

Yep, these are the correct ones for Fords. Need one for the removal, and a different one for the install.
I think the one I posted a picture of will help you get the pulley off, but not back on. The ones Mueckster posted would be the ones you need to do both.
I used the first posted pic to pull the gear off my vacuum pump pulley and the threaded presser to put the pulley on the new pump. I've heard the vacuum pump may be the same size as the power steering pump, but I haven't confirmed.
