you bust it up to get the hub off, then use a die grinder with a 4 inch cutting disc to grind a slot in the inner race, then pound a chisle into the crack and spread it to pull it off. or grind two slots 180 degrees apart and pop it off. file the bad spot on the spindle.
you can cut into 2-3 pieces then chisel off each piece. if it has really welded itself on, you probably have an under size diameter where the bearing sets and will need a new spindle anyway.
