2000 7.3l excursion California model help

I have recently bought a 2000 7.3l excursion that is a california model. I am having a starting problem. It doesn't do it all the time. It is random. Whats happening is you will get in to start it. It will turn over but will not fire. The SES light comes on then goes off. The wait to start comes on then goes off. The PATS theft light comes on then off. When cranking over the rpms do rise. If i keep trying for about 5-10 minutes it will start. It doesn't have a glow plug relay. It has the glow plug module. I have changed the relay for the IDM. I also took it in for a diagnostics and they found nothing. I am at a loss and need to figure this out. I will eventually get a P1670 code. But it will go away. Please help!!!!!

Is that the only code you're setting? Do you have a fuel pressure gauge installed? When was the last time you changed your oil?

Who did you take it in to for diagnosis?

Have you checked your HPOP reservoir level? Make sure it is about an inch or so from the top.

I beleve california trucks will throw a code if one or more glow plugs is failing, i guess the glow plug module has a logic to monitor glow plug operation. Hope that helps.

When it doesn't start, is there any correlation to the engine or temps being cold or hot? When you're cranking and it won't start, is there any smoke coming out of the tail pipe? When you're having this no start issue, can you hear the fuel pump humming for 25 seconds after the key is turned on?

Do you have any mods on the truck. Specifically something like an Edge tuner? It has issues sometimes. There is a pats sequence you have to do to get truck to start, but only if you have changed your programming recently.

The only mods to the vehicle is an upgraded intake and exhaust. There are no program changes or tuners. That is the only code I am getting. It doesn't matter on temp. I am going to check the hpop my next days off of work. I do hear the fuel pump running. And there is no smoke at all when this happens.
