Quick alignment question

This is for the drivers side front tire.



1- If there was Negative -.19 toe which way would the tire be pointing (in or out)?
2- Which way would that cause the steering wheel to be off by? (left side or right side), looking at it from the drivers seat facing forward.

I think on Wik.... there's a whole animated demo of all this. I do believe it's in though. Funny thing is I used to spend endless time working on my old 74 Fbird so I should know this without a blink. Now, not only do I have to blink, I don't remember. Furthermore, there's nothing like a really good front end shop that knows their stuff.
