steering issues

I have an 04 F150, new body style, with the heavy duty suspension package. When I turn the wheel it is very stiff then goes very easy to turn. It only does this for about a 1/4 turn from dead center, when turned in either direction, which makes highway driving very difficult. Has anyone ever encountered this? Local dealer says rack and pinion, I seem to think its the steering shaft with the little u-joints in it. Any input or fix is appreciated.
Thanks
