So I have replaced my battery, the starter solenoid , and the ignition switch. I am able to jump across the starter solenoid and it fires right up with the key in the run position. It is also showing low voltage at the dash panel but once it is fired up it shows good voltage. The only things I havent replaced are the cables and the ignition lock cylinder. What Am I missing???

I take it when you say starter solenoid you are talking about the Starter Relay on the fender and not the starter solenoid down on the starter.
Take a look at your starter safety switch down on the drivers side of the transmission if it is an automatic transmission.
I do mean the starter relay not the solenoid, So should I just jumper the safety switch or does it need to be replaced and then checked. I have not gone out and looked at it yet.

Definitely an e4od, found tag on side, this is a new truck for me, still a little unfamilar with the truck. I long for the days when everything was simple and you didn't ahve to be an electrician to troubleshoot an ignition.
The start wire goes through the Manual Lever Position Sensor (MLPS) on the drivers side of the transmission.
If they were having problems with the transmission that could be the cause (a bad MLPS).
To test the MLPS use the below diagram:
is there a way to jumper this switch and test the ignition, and do you think that would also cause the low voltage showing on the dash. I keep thinking its some kind of bad ground but I can't find one.
No it would have nothing to do with low voltage on the dash.
You can jumper just about any safety device out. Just run a wire from the Ignition switch (or push button) and run it to where the small red wire with a blue stripe connects to the starter relay.
