Sputtering and at low rpm's

I have a 1999 7.3 diesel that is sputtering badly at low rpm's. I have recently changed the fuel filter. Any ideas?

Any other symptoms? If you got air in the lines while changing the filter it may take a few miles to get it out. Have you done your in-tank mods?

It doesn't start on the first try all the time. I changed the filter after it started the sputtering. what are the in-tank mods? No is the answer.
