The relay is under the driver's seat I am pretty sure. The fuse would depend on the year, on my 01 is shows the fuse being under the hood in the power distribution box. I think in 02 and above, the fuse is under the dash.

Light in heated seat swithes
The diagram I have is for an 04. The pages I have do not show the wiring for the light in the switch itself. A hot white/red wire goes to the switch from the seat relay. When pushed on a yellow/light blue wire carries juice from the switch to the seat cushion and from there a gray/light blue wire goes to the seat back. If your seat heat and back heat is all working, it looks like the problem would have to be a broken wire to the light. Should be a black wire that goes to ground. Should be a easy test an electrical tester. Otherwise, it should be the light itself. The only fuse I am showing on my schematic works the entire system. My is located in the main fuse box. I went to the Ford dealer and they were happy to run these pages off for me. Hope this helps. I by far not an expert.
