Hi, I have a friend with a 99 f350. It has a western diesel package on it, so I really don't know how many mods that is involved with that. The problem is that the TC locks and unlocks at various times over and over. He replaced the TC and it still occurs.
Has anyone ever had anything like this happen?
He has also had the solenoid pack changed as well. The tranny shop is just trying different things to try and get it to work correctly, but as we all know the $$ are adding up.
He has also added some Banks mods to the truck as well. Waste gate, chip, etc.
Any help would be appreciated.
A burned out brake light bulb can do that. It can be in either side or the center light. It could also be a bad brake switch. As he found out it is not a problem with the torque converter. The chip is another possibility.

I am also curious about the burned out bulb, my center light has not worked in the past 8 months, and the tranny has been acting funny....I replaced the TC last night, seems to have fixed all my problems.
No more errtic shifting, no early lock up, and the knocking that I was worried about being the #8 injector, or worse being that the knocking would still be present when the injectors shut down all disapeared, and it runs like never before.
A friends truck (02F-350) does similar, but only when O/D is locked out and loaded.Seems the heavier the load the worse it gets.Seems to start at about 50MPH
Once in O/D it is fine
another possibility might be your trans range sensor going bad. Mine was making a bad connection where the plug pushes on the sensor; it was all green and corroded from road salt.
The PCM monitors the brake light circuit to unlock the converter when the brakes are on. Somehow it is fooled when a bulb is burned out. I don't know how, but I've seen it happen.

there must be a delay then. My TC stays locked up when I apply my brakes until I get to a certain speed/rpm

Ford in it's seemingly unlimited capacity for doing "stupid things" programmed many PCMs to "unlock" the TC every time the service brake is applied! Not exactly the best "feature" to have when you want some "engine braking" and if you use an "exhaust brake" with this Ford provided "feature" you'll over heat the unlocked TC and burn it out!

You've got the "correct" version of the PCM program!
