My 2000 Navigator displayed a DTC P1451. I replaced the EVAP emission control canister and attached solenoid and erased code. The same code returned with five minutes of driving. Your inputs will be greatly appreciated. Thanks in advance.
Yes, I have. Do you know if there suppose to be any voltage at the red or purple wire on the evap canister solenoid plug? I tried checking voltage with the ignition switch on but engine off --- no voltage. I started the engine and checked for voltage ---- still no voltage.

Which engine does that 2000 Navigator have?
The red wire you are refering to - does it have a yellow strip?
If so, it should have battery voltage when the key is in the "on" position.
I don't see a purple wire at the EVAP canister purge valve connector.
I see light green w/ black stripe if its the 5.4 L.
And a light green w/ pink stripe if were talking a 4.6 L.
Are we looking at the same connector or do we have a terminolgy issue?
BTW, that DTC 1451 is the PCM's way of saying that it detected a "circuit malfuntion" in the EVAP canister VENT valve solenoid, meaning the voltage was outside the expected range for a specified duty cycle of the solenoid.
Whoops! Here is a violet wire w/ white stripe on the EVAP canister VENT solenoid. (But it is fed by a brown wire?) Maybe that purple wire you have is violet with a white stripe?
I have the 5.4L DOHC 32v Intech V-8. The wire is violet with the stripe. The red wire does not any voltage at all with the key in the "on" position.
I think we have a terminology issue.
The two-wire connector for the EVAP Canister PURGE Valve Solenoid has a red wire with yellow stripe and a light green wire with a black stripe and is located at the left rear corner of the engine compartment.
The two-wire connector for the EVAP Canister VENT Valve Solenoid has a red wire with yellow stripe and a violet wire with white stripe and is located at the rear of the body near the fuel tank.
The DTC P1451 is refering to the Canister VENT Valve Solenoid near the fuel tank. Is this the Solenoid that you replaced?
Both the VENT valve Solenoid and the PURGE Valve Solenoid are fed 12 volts through their red wire with the white stripe. Both of these wires run from a common splice. If you don't have 12 volts at the VENT Valve Solenoid (back near the fuel tank), check the red w/white stripe wire under the hood at the PURGE Valve Solenoid to see if it has 12 volts. If it does, there is likely a break in the wire going back to the VENT Valve Solenoid.
I just now got a chance to reply to your great advice. Didn't have a chance to work on it during the week. The canister in the rear left wall is what I changed out. The solenoid red wire on it has 11.8 volts. The Vapor management valve under the hood, left firewall has 11.8 volts. The EGR vacuum control solenoid has 11.8 volts. I will check the component themselves for the right readings. This code got me scratching my head.
You replaced the wrong component if you were under the hood. The vent solenoid is by the spare tire.
Crawl under the truck and inspect the wiring harness to/from the vent solenoid. There have been quite a few recent posts of a faulty harness back there causing your fault code.
