Check the purge valve solenoids electrical resistance, to see if it's open circuit.
If it's not open circuit, connect a voltmeter to the solenoids electrical connector & see if it's getting a signal/voltage for the solenoid to open & purge the vapor recovery canister after the engine is started.
Thanks for the info. I did discover the problem after much headscratching and wire loom connection checking, corroded fuse connection. First thing I did was check the fuse with a test light, good, however the output side of the fuse was crusted with gunk.
