E-Brake problems

E-Brake problems
Hello all:
My first post on this great site.
I have a 04 F-150 . The E-brake has givin me problems for the past 3 yrs.Problem is it won't release all the way. With it still partley on The truck will shudder very bad. It will fully release after I back up or go forward a few times. When pulling my camper this isn;t good!! New cables were put on twice under warrenty. I also launch a boat a lot and once in awhile the rear wheel gets submerged. I think the brake gets rusted and sticks?? I've been putting my boat in all summer WITHOUT using the E-brake!! Bad move on my part , I know!!
Any ideas or cures???
