I use my e-brake daily as my townhouse driveway has a slight incline. Sometimes when I release the pedal it doesn't come all the way up and the light remains on. Then when I go to release it again it comes up the remaining distance. Even if I hold the handle out during initial release it will sometimes leave the light on.
How does the pedal feel? if it's soft and goes almost to the floor before it grabs you might just have to adjust the park brake as far as i know there is no self adjuster so you have to crawl under there and do it manually
You can either try to lube the mechanism, replace the cables, or....Jam that sucker tight when you set it, and just pop the handle to release it. It'll fly back all the way. Mine was doing the same thing. When I use it, I just max it out. It keeps it from sticking that way, also.
Book answer is to adjust, or replace the cables...I wouldn't worry about that personally until I had to.

You adjust the tension at the cables. There isn't a way to adjust it at the rotor unless you pull the rotor off completely. If you do that, then you may as well replace the pads. Since it's a PARKING BRAKE, the pads should last many trouble-free years if they are released before driving. ALL adjustments after the pads are on, are made at the cables.

So is there an adjuster inside the drum? like normal drum brakes and i'm guessing there's no adjusting hole in the backer plate?
i've only had my truck 5 weeks and worked out of town for 4 of them I'm a heavy duty mechanic (mining) if your wondering, fatal

I'm not wondering. There is an adjuster, but that's for setting the pads so they don't rub on the inside of the drum/rotor combo when you replace the pads. Minor adjustments are done with the cables. It's not an emergency brake, and it's not involved with the rear braking system (disc) so it's not an exacting science when adjusting them. You just make sure the vehicle holds in place, and release all the way.

So I did lube the cable and on occasion the ligth stays on - but I am dealing with it..
Fatal,
Ok - so now it doesn't hold (years later ) I looked under the truck last night and didn't see any Adjustments on the Parking brake cable what-so-ever!
