Want more power from my IDI 7.3 ATS turbo

No, it gets the air from the cowl area in front of the windshield where the wiper arms are., where all those little holes already are to let air in for the ventilation system. That is a natural area of high pressure of air against the windshield so it forces air down in there rather nicely There are drains down below to let water out, plus your air filter box should have a drain hole as well, so water is not an issue. Only time they say you might need to unhook it is in heavy snow if the vent holes are getting blocked completely, then you just pop the hood and yank the hose off. ( or I suppose you could rig a snow shield like they used to put on the Volvos sold in Scandanavia to keep the vents clear in the never ending winter, a piece of sheet metal in a reverse scoop type deal with a partial flow through.)

ATS made a total of 4 different turbocharger kits for these engines so far. The last 2 numbers refer to the model year of the turbo kit.
085, (1985)
088, (1988)
093, (1993)

Just by looking at your photos, you have the 085 model. That makes it a none wastegated turbo so your boost is only affected by fuel flow (assuming no exhaust leaks or other problems).
I do see a leak there near that wield though. Is that in your 3" pipe or the smaller 2.25" pipe? If its in the smaller pipe, then that is killing your power. In the 3" pipe, its not going to affect your power.
I have heard of some guys getting close to 15 PSI of boost out of those setups and 10 is more than enough. The system should already have a 3" downpipe, so upgrading that is not only difficult, but not necissary. I you want however, you can upgrade to a 4" pipe from the bottom end of the downpipe to the back of the truck by using an adaptor. That would open things up more than enough for the engine to breath as much as it needs to. Any larger is will not give a noticable pay off.
The cross over and up pipe (the 2.25" ones) should NOT be altered though. They may seem small, but they are not hurting anything and do not have to be any larger. If they have to be replaced, keep them the same size.
Took some digging but I managed to find the schematic for your system:

Well... almost 2 years after!
I installed the 4" exhaust, but the air intake didn't fit...
I towed my 26ft 5th wheel trailer all around the Baja peninsula, in mexico.
Engine perfomance were way better. And the sound is cooler too!
I can't say I am impressed by the change, but the change is noticeable.
