Sooo...tell me WHY again my engine didn't have 800 HP????
Because a Naturally Aspirated FE was barely breaking 750 horsepower in 1994, that is with all out race 427 Engines turning 9000 RPM with tunnel ports and dual quads and roller cams.
It is big news in 1995-1996 when an FE engine just crested 800 horsepower.
It wasn't until March of this year that an FE engine turned over 1000 Horsepower, naturally aspirated (K untz & Company).
Your 428 with factory Iron heads and single quad was making no where near 800 horsepower in 1992. Factory low riser, Cobra Jet heads are only good to 550-600 fully ported on a good day no less.
It isn't too hard at all these days to build an 800 horse FE, it takes about 25-30,000 bucks, aftermarket fully ported heads (Blue Thunder High Risers or Stage 4 Edelbrocks), ported Edelbrock Victor or dual quad tunnel wedge, a huge roller cam, beefed up valvetrain and lots of cubic inches.
That's how I know. I have assembled over a dozen race FE engines and know it takes a lot more than a mish-mash of parts to do it. I am not saying I am an expert, but I know a fair amount.

This car is right at 600 cubic inches (not an FE) and,,,,,,well has a little help moving air.
1700 Horsepower? Yup its possible, we see more and more of this and takes several lbs of boost. Large displeacement engines are capable of this with 32 to 35 lbs of boost.
Dang those are massive turbos. Not sure I have ever seen the headers sweep back and then under the suspension to the turbo. Clever for sure, but makes the car dedicated to the track or a smooth road to the local Sonic.

As long as the sonic does not have any speed bumps, lol.
I could imagine that this vehicle is rather difficult to load on any car hauler, with the exception of Feather lite type trailers with a complete hydraulic car lift.
Does look like things get tight under there.
This is a cool find. I have had a similar idea for a while now. I would love to build a Kaase Boss 521 with twin turbos. Figured 9-1 with 20-25lbs. Thinking 750HP range.
