Glow plug problem
A friend dropped his 99 f-450 off today to have alternator rebuilt.His problem it turns out is not a bad alternator,but the glow plugs are staying on all the time.It is not the solenoid because i can disconnet one of the small wires on the solenoid and they will kick off..where is the glow plug controller on a 7.3 powerstroke or what controls them.

The relay is what controls the glow plugs, which gets its signal from the PCM. My guess is the relay is sticking on, and when you removed that small wire you removed the ground signal from the PCM that turns the glow plugs on which is why they kicked off. New GPR and you should be set.
