I am assuming that a 2000 Ex has the same fuse layout as a 2000 Superduty.

If your Excursion has daytime running lights, it was probably made for a leaseing company, or Canada.
The normal way to disable the running lights is:
Depress the parking brake ONE-NOTCH
This should cause no drag on the parking brake nor will the parking brake light come on.
This will disable the daytime running lights.
Strange isn't it !
