daytime running light problem

Hello, I have a 2000 ford explorer sport. My daytime running lights are constantly blinking and I have no idea why. The headlights work with no issues when I turn them on for night time use. This problem started about 10 months ago, and then the daytime lights didnt come on at all. Then they started working again normally, and now all of a sudden today ( on halloween ) the flashing daytime running lights have returned. Any help would be appreciated or advise on how to disable the daytime running lights completely would be great.
