I do trans work for a living, have yet to see one that will start off in low gear when 3rd is manually selected.
You are correct... At least in my case. If I put my shifter in 3 it starts in 3. and like that with all the rest of the gears.
Thank you, I learned something... What is the purpose of that option? or is there on.

It's not an option, that's the way it works.
The purpose is for low traction launches, like snow and ice. A higher gear reduces the tendency to spin the tires when there is little traction.

Ford's standard is that if the shifter is in 2 or 3 those are the only gears the transmission will use. In 2 it will start and stay in 2nd gear. In 3 it will start and stay in 3rd gear.

even the old c6 worked that way and it was great in slick conditions.
