so i think i have a issue with my toe what do you all think?

Ingrown toenail. I don't think soaking is going to fix that. You gotta get in there and cut the nail along the side where it is digging into the flesh. It usually starts with the sharp corner you left when you cut them too short. You can do it yourself if you can handle the pain. I would go to the doctor for some local anesth.
The reason for the Neosporin is to kill the pain, lubricate the space between the flesh and nail, provide the antiseptic, and soften the nail for "turn-out". Needs to be at least overnight.
This is usually done around here with a sterile pair of real fine needle-nose pliers and a small pair of electronics wire cutters. The tools get soaked in 91% isopropyl alcohol for a while before-hand, as does the toe.
Afterwards, more Neosporin, changed daily, and observed for the redness of infection.
Yea, there's some pain involved, but nothing too bad since I'm controlling it myself.
I find the small, fine-point needle-nose make it a lot easier, but don't have the trouble much since I let them grow out longer than I used to.
Sounds like you've got the technique well practiced. I haven't had a lot of problem with it, once I learned how to avoid them, but the shape on an individuals fleshy toe is a factor I think. Some people are just going to have them, no matter how they trim.
My prefered medication is Mercurochrome. Unfortunately you cannot buy it any more in this country. (Clintonistas!) But it works great because it wicks down into the wound easily, has a minor pain killing affect, and promotes fast healing. In my worst cases I have stuffed a little sterile cotton between the nail and flesh and then wicked the Mercurochrome into the cotton. The cotton prevents the nail from further digging until some healing can complete.
If my toe looked like this, I'd soak it well in hot water with a lot of dissolved salt, dry it, and pack Neosporin or any triple-antibiotic into that corner, then wrap it with gauze or a large Band-Aid. Not tightly.
I'd also stop trimming my nails so closely.
I didn't see any major redness indicating rampant infection, but if redness occurred, I'd consider it serious and get some antibiotics like cephalexin.
