If its one of those Actrons or similar breed. There was a note in the instructions to turn the key in the OFF position for 10-20 sec(?). Then retry.
The Actron cp9135 is really stubborn about reading mine, but it will after cycling the key for a few times. Maybe yours is similar.
My snap-on and National Instruments DAQ/Active data logger don't have issues reading any codes or other vehicle telemetry.
I think its just qwerk inherit with the "consumer-friendly" code readers...

what year is your Excursion?
and does your code reader support OBD-II Can Bus?
There are 5 different protocols that the OBD-II systems uses. 2 Japanese, 1 European and 2 American. Ford has used the Can Bus since 2004 in the trucks, and 2005 in the cars.
So if your reader doesn't support Can Bus...it just won't work.
