What is this dohicky?

What is this dohicky?
I just pulled my holley 2300 off my extra 292.
It has a large alumanum spacer underneth with an oval on the side sticking out about 2". There are a set of butterflies inside on a shaft that cannot be moved by finger pressure. On the rear of said spacer there are two 1/8" steel lines that were not attached to anything. The engine is from a 60 F550 grain truck. What is the dohicky for? Is it a second choke?
