Well, my water neck also leaks a tiny bit, and never had messed with it, and also I havent added any coolant in more than 2 years; but Jim make me think and Im going to check the water pump pulley as mentioned.
The only 203* stat for '96 - '03 is from Dieselsite.
The '94 - '95 (or somewhere in '95) had the short stat that you can get a 203* stat for from parts store.
On my Black Truck I installed an IH waterpump with integral filter. That pump uses the short 203* stat for the earlier pumps.

This will be the forth time in 4 months I have had to have it off. I hate dealing with silicone each time, so I will try a new neck.
At 146K the truck still runs great and even though I just bought it at 130K, I have always run diesel kleen and purchased my fuel from recommended distributors. I also had about $4k worth of work done by a diesel specialty shop when I first got it. Mostly stuff like breaks, new water pump, hoses and the like, but they said the motor was in great shape. If mileage doesn't improve after replacing the t-stat, I will look into the injectors though. Right now I am averaging 16.5 in mixed driving, which is down from about 18-19 mixed and 22 on the highway.

I have not noticed any increase in mileage with a new, hotter t-stat.
So far teh 203* stat is working fine. Hope that lasts.
Your mpg sounds about average to me, but if you were seeing higher I'd bet that might have been with the 'old' fuel. I noticed quite a drop with the new ULSD fuel about 1.5 years ago. I used to get 19 - 20 and now get 17 - 18.
Also, I'll bet your injectors could use at min. some fresh o-rings. Totally doable by you in a few hours if you want. If they still have the originals in there, I'll bet there's not much left of them by now.
...And clean your FPR screen, too, when you do injector o-rings.
