1995 F-250 8600gvw 4x4. My rear hangers/shackles were gone and I'm doing a replacement. I have the old hangers off but the shackle bolt on the spring end is dead stuck. I can get the nut off but there is no way the bolt is coming out of the bushing. Am I going to have to take the whole spring off and press out the old bolts/bushings? I'm sure the front hanger bolts are rusted in too. That means I'll have to burn off the heads/nuts and burn back into the bolt so it will clear the shackle. Does anyone know any tips to get this done easier?
Not really, when they're stuck they're stuck. What you said last is what I would suggest. Big impact might do it, but usually will spin the steel sleeve that the bolt is rusted to in the rubber and get you no where.

You could try spraying some PB blast to try and loosen it up. let it sit for 30 to an hour then try. Just throwing out something to try.
Sorry so late to this post you can use a fire extinguisher, put your new ones the freezer also it will help the install. My friend burnt his out with a torch took a long time but finally it melted and we knocked the metal out.
You will need new bushings no matter what, but yeah you can spray it with a fire extinguisher the rapid cold will cause them to contract( works the same also if you need a case of cold beer in a pinch. With your new ones in the freezer spray it down with pb and the new ones will slide right in.
I helped my son do his on his 96 F250. He beat the bolts causing them to widen/ mushroom, then wouldnt fit threw the sleeve. I hit them back it, used a grinder lightly to get rid of the mussroomd end then used a smaller bolt and beat them threw. I also pumped the sea foam on both ends before I beet them back in. I didnt use heat in my case becaus I didnt want to heat the bolt and have it expand more, but That was my case.
