I have heard of people putting a special lubricant on the weather stripping to help the windows work faster, it sounds like your weather stripping is sticking to the window.
I recall Dan (Kwik) put something up about taking out the glass and applying soap? to the frame rails and that should help out, use a bar of soap like you would furniture drawers to slick them up and assist the up and down.
Will try and dig up the post it helped my passenger door window, someone else may chime in soon.
Actually it works much better when you apply it to the window runs, the sills will spread whatever you use along the entire window area. Most resitence is in the runs.
